DESCRIPTION |
Under direction, to plan, supervise, review and evaluate the work of program operational support or service delivery staff; to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required. DISTINGUISHING FEATURES This first-level supervisory class provides administrative supervision and work coordination to a small client delivery staff and/or directs the work of technical or office employees providing program support. In addition, incumbents provide professional level technical programmatic services in a wide variety of client service areas. All positions are typically characterized by the following elements: • Supervision of program support and/or service delivery staff; This class is distinguished from Supervising Program Specialist which provides supervision to other Program Specialists in addition to providing direct program review and evaluation.

EXAMPLES OF DUTIES |
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 1. Plans, directs, reviews and evaluates the work of direct service delivery staff and/or technical and clerical employees; trains staff in work procedures. 2. Recommends selection of staff; recommends and implements discipline as required. 3. Develops and modifies techniques and formats to evaluate pilot or current program effectiveness and to determine the need for program modifications and/or new program development. 4. Researches program alternatives, funding sources, service delivery organizations and other elements for possible program inclusion; evaluates alternatives, prepares reports and makes recommendations. 5. Acts as the County liaison and provides coordination among community based organizations and other service providers, County departments, State or other funding sources and community or business organizations; interacts with various planning councils or boards; answers questions and provides training and technical assistance as required. 6. Monitors assigned program or programs; ensures compliance with contract provisions and funding source regulations; recommends and facilitates implementation of procedural and operational changes to maximize service delivery and revenue reimbursement. 7. Compiles and maintains accurate records and files regarding program activities; prepares periodic and special statistical or narrative reports as required; may access multiple databases to prepare such reports. 8. Negotiates contracts with service providers; ensures that contracts are renewed in a timely manner; prepares, distributes and follows up on contract documentation. 9. Participates in departmental, Countywide and/or State planning processes; serves on a variety of committees and task forces. 10. Analyzes changes in regulations; evaluates the impact upon program operations and drafts policy and procedural changes as required. 11. Compiles and maintains accurate records and files regarding program activities; prepares periodic and special statistical or narrative reports; may access multiple data bases to prepare such reports. 12. Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials. 13. Operates a variety of standard office equipment including a word processor and/or computer; may drive a county or personal vehicle to make site visits and attend meetings.

MINIMUM QUALIFICATIONS |
Education: The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business, public administration, social science or a field related to the program area to which assigned. Education: (Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.) AND Experience: The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
